The event was founded in response to the 2002 terrorist bombing that devastated Kuta, one of Bali's busiest beach resorts and surfing destinations.
Local residents, businesses and government organisations got together to establish an event that would honour the victims while looking towards the future.
Using the tagline 'A Celebration of Life', the carnival was created with the aim of strengthening community ties and enhancing the island's reputation as one of the world's top tourist spots.
The festival also allows visitors to enjoy Kuta's famous beachfront, which offers five kilometres of pristine sand and clear waters.
